The British government issues an official policy statement concerning
Palestine (White Paper of 1922) in which it retreats from the promises
made in the Balfour Declaration. Among other things, it declares that
Abdullah ibn Hussein, a member of the ancient ruling Hashemite family from
Hijaz, will be Emir of Transjordan, that Jewish aliyah will be limited,
and that a legislative council will be established comprised of
representatives of all the inhabitants of Palestine. This can only be
detrimental to the Jews, who are in the minority.
