The Palestine Jewish Colonization Association (PICA) is founded (whose
beginnings go back to the Jewish Colonization Association - ICA), which
deals with matters relating to settlement and industry in Palestine. Its
chairman is James Rothschild, the son of "the well-known
benefactor."
